Situated in Crumbling Farum Azula, starting from the Dragon Temple Rooftop Site of Grace, descend to the location of the elevator shaft with a Warhawk waiting inside. After descending a nearby ladder, turn left, facing north. From this point, drop onto a floating rock and then to a platform where you encounter the same elevator shaft from above. Prior to taking the elevator platform upwards, continue to the end of the circular path outside the elevator, where you'll discover a chest containing the set.
