Obtained from The Nameless Eternal City site of grace in Deeproot Depths. Head east, and you'll encounter a root ramp and a series of rooftops forming a ramp.

Ascend either one, and at the initial intersection, drop down to the left and continue upward. Follow the branch as it turns left, leading to the top of a tower where the staff is located.
