Found in Chelona’s Rise on the Moonlight Altar Plateau – you will have to interact with the imp statue at the tower entrance and kill 3 ghost turtles around the area to open the seal. You will reach this area while working towards the Age of the Stars Ending. Don’t teleport, just ride there.
